I just bought new tires and all were balanced - so they say. My steering wheel was shaking when I left, so I went straight back and they said (long story short) one of the tires was not balanced, and the other tire on the front might have something wrong with the rim, because it called for too many weights - or something like that. I ended up having to go back the next day and have them put the front tires on the back and visa versa, and this guy told me the rim was warped. I think they broke it - and they should have to fix it. Am I right or wrong?
The most common way to balance a rim and tire is to take the wheel off of the vehicle and spin it on a balancer. The rim is never in contact with the floor during this so no, it is not likely damaged during balancing.
So unless the person doing the work was malicious or he/she hit something with the tire when taking you car in or out of the shop, the damage was likely not done at the shop.
