Where can i get hand flares?
ive gone to several boating shops and cant find them i dont want aerial flares i want the minute or whater flares that u pop the top and they burn the best way i can describe them is call of duty jurassic park the little damn sticks with the end u scrape to light half the time people look at me like i have 3 heads i like having them in my car but the ones i had expired and i forgot where i got them and i was boarded by the coast guard when i went fishing and they told me i needed to have several of them for signaling not just the spring loaded ones u shoot so any and all help would be fantastic i need atleast a dozen 4 red 4 white and 4 green the green are optional but i like having them on the boat because you can signal people without them thinking its an emergency and white are for boat to boat to show where u are in night or fog the red are obvious so please help
what auto shop all i have seen are the shitty compacted sawdust bricks that dont do shit
Not sure where you've been, but any decent boating store should have hand held marine flares.
Look for a West Marine, Overton's, Cabela's, Bass Pro Shops, something like that.

ADDED: I just read the part about the green and white. My advice - stick to red, and stick to emergencies. Colors can be difficult to discern at a distance, and while red is certainly the designated "emergency" color, not everyone on the water has great knowledge of the rules, and when they see a flare of any color, they're going to call for help. If you want to signal in a non-emergency, stick to a radio or other methods. Flares for non-emergencies is a bad idea. If you're in the fog, running lights and a horn (one long blast at least every two minutes if you're moving, two long blasts at least every two if you're not) is the prescribed method of letting people know where you are.
