Would a header be a good edition for my cat-back exhaust system on my 1999 eclipse?
I don't want to pay alot of money for a header and not notice any slight hp gains......... what exactly would a header to for my 99 eclipse? what would i notice?
i have an AEM CAI also installed... i like that a lot

You won't notice a large gain in HP unless you are going to mod the car more than just putting an intake and exhaust it. You will notice gains if you add cams, stroke it out, and/or port and polish the head and add a turbo, or upgrade the current turbo.
If you have a GST/GSX then you can get larger fuel injectors, Air Fuel Controller, and a boost controllor, up the boost to 15 psi, then the investment would be worth it. If you have a RS/GS then the gain would be insignificant, and the gain would only be in the higher RPM range and you would probably loose some low end torque and only gain a few HP in the top end, unless you stroke the motor, or port and polish the head with a set of cams.
