Well, if you would like to get the gold wheel back next to your name, you have to race with the wii wheel for the majority of the time whether you are racing on-line, with friends, or just against the computer. You can check the percentage on how much you have used the wii wheel, by looking under your license settings. The higher the percentage, the higher chance you have of getting the gold wheel back next to your name when playing on-line.
