These plugs have a mild steel external surface with lead on the inside. I have a problem that one of the cilinders that was supplied to me, didn't seem to be in the right condition, specifically the plg on top. I am looking for a ASTM or BS or TÜV or any other internationally recognized standard. please
Try a search for compressed gas cylinder safety on the web. You will get several hits worth looking into.
I believe the plugs are safety devices designed to melt and relieve the pressure if the cylinder get too hot.
