My Dad's 92 GMC Sierra was running rough for about a day then it shut down and would'nt start back up. It is a 4.3L Throttle body injection egine. I am used to multi port fuel injection and checking the fuel pressure on the valve on the fuel rail. When removed the air filter and had him try to start it I didnt see ANY fuel coming from the injectiors (there are 2 of them). I'm assuming it would be a fuel pump problem but I dont know much about these trucks. I listened for a fuel pump in the tank and did not hear anything.
Is there a fuel pressure regulator or anything else that could cause this problem?

The fuel pump is IN the tank.
Almost never a fuel pressure regulator cause this problem.
Check for spark at ignition coil,the signal to trigger the spark is the same signal telling the injector to fire by the computer.
Get under the truck by the fuel tank,disconnect the electrical plug,use test light to see if there is battery voltage when cranking.If there is then definitely it is the fuel pump,crank the engine and at the same time,give it a sharp hit at the middle from the bottom of the tank,the vibration can give the pump motor its last spin.Many time that helps me to get the vehicle driven into the shop.
