Can I replace a rusted rear frame rail on my car, the rear part of the leaf spring bolts through it?
Can I weld in a piece of tube steel, it's about a two foot section

Yes. once you mess with the frame you run the risk of ruining the alignmetn, getting a twist in the frame, getting weak welds. you are better of getting a new car. Don't replace, reinforce. Get 1/2 plate steel and runit along the sides of the weak area. If you are talking about the shaklce yes, those are about $50 depending on the vehicle.
