If you saw this, would you report it?
Today when I collected my 4 year old from preschool, I witnessed another mother put her 3 year old child in the front of a car, and drive off. No booster seat/child safety seat, no seat belt or harness. The back seats were available and had doors so easy access. What would you have done?

As of 18 September 2006 the UK Law on seatbelts is:
Children aged 3 and above up to 135 cms in height or the age of 12 MUST use a child restraint,with very few exceptions.
In the Front Seat
* The child MUST use the correct child restraint.
In the Rear Seat
* The child MUST use the correct restraint, where seat belts are fitted.
There are three exceptions where there is not a child seat available. In each case the child MUST use the adult belt instead. They are -
1) in a licensed taxi or private hire vehicle;
2) if the child is travelling on a short distance for reason of unexpected necessity;
3) if there are two occupied child restraints in the rear which prevent the fitment of a third.
In addition, a child 3 and over may travel unrestrained in the rear seat of a vehicle if seat belts are not available.
It is the driver's legal responsibility to ensure that the child is correctly restrained.
The loophole for this mother could be the distance they are travelling (seeing as you have already said back seats were available) but what to do?
I think I would speak to the nursery manager first as she is probably more up to date on 'child protection' (or whatever this comes under) and would know whether reporting would result in action and indeed to whom it should be reported.
