help with a planted tank?

so I just set up my 10 gallon low-tech planted tank today (thats what im shooting for atleast)

So far I have my lone male betta ( turbo) and water wisteria, Anubis Nana, and Java fern, and vallisneria spiralis

I have the fern attached to my fake driftwood, and the anubis has its roots planted, but the rhizome is still above the substrate.

I used Ecocomplete which i hear is pretty good for planted tanks, although I know it will eventualy run of of nutrients. So how would long until i need to add Fertilizers? and what types would i need? (root tabs or Liquid)

Also my lighting is 15 WATT florescent set at 6700K. Any suggestions would be great as im really new to the whole thing. Like what am i doing right/wrong. This to note for the future, that sorta thing. Thanks!!!!
